â€Å"The Tyger† provides a harsh tone which can create tension as â€Å"The Lamb† has a simplistic tone that can evoke a mild meaning. Even though both tones are present in these two poems, â€Å"The Lamb† and â€Å"The Tyger† their themes are of greater importance then the vague language. The language used in each of these poems respectfully give distorted impressions of the poems significance. The themes present are the evil in this world, the relationship between the Creator and His creation, and the initial innocence being destroyed by experience. In essence, â€Å"The Tyger† is a creation of God and can be viewed as evil which creates immense tension. However it is true that a good God can create evil. Blake uses questions to bring suspense and for the reade r to ponder the line. He stresses the short syllables in the short lines to make an unceasing thumping (Furr). In the beginning and end of the poem, the alliteration is evident in the line, â€Å"Tyger Tyger, burning bright† (Blake 681). The consonance and rhyming of this poem suggest the infinite limits of the Creator. The tiger is correspondingly compared to Satan and God and heaven and hell. The tiger itself represents evil or Satan. This allusion continues the question of who the creator of the tiger was. Then, the Lamb is brought into the poem and Blake questions, â€Å"Did he who made the Lamb make thee?† (Blake 681). The tone from this poem is sad and fearful. The sinews suggest that the tiger was made for violence rather than compassion (Grant 46). On the contrary, â€Å"The Lamb† has a completely different approach and illustrates joy. Candide: Optimism Essay Candide is a humorous, far-fetched tale by Voltaire satirizing the optimism promoted by the philosophers of the Age of Enlightenment. It is the story of a young mans adventures throughout the world, where he witnesses evil and disaster. Throughout his travels, he adheres to the teachings of his tutor, Pangloss, believing that all is for the best in the best of all possible worlds, (Voltaire 4). Candide is Voltaires answer to what he saw as an absurd belief proposed by the Optimists. Candideis a profound attack on philosophical Optimism and, through it, all philosophical systems that claim falsely to justify the presence of evil in the world, (Mason 1). Candide anatomizes the worlds potential for disaster and examines the corresponding human capacity for optimism, (Bell 1). Though he was by no means a pessimist, Voltaire refused to believe that what happens is always for the best. The Age of Enlightenment is a term applied to a wide variety of ideas and advances in the fields of philosophy, science, and medicine. The main feature of Enlightenment philosophy is the belief that people can actively work to create a better world. It is customary to present Candide as the result of Voltaires reaction to Leibniz and Pope,(Wade 1) two of the main philosophers of the enlightenment era. While Voltaires Candide is heavily characterized by the primary concerns of the Enlightenment, it also criticizes certain aspects of the movement. It attacks the idea of optimism, which states that rational thought can inhibit the evils perpetrated by human beings. Voltaire did not believe in the power of reason to overcome contemporary social conditions. The attack on the claim that this is the best of all possible worlds is apparent throughout the entire novel. Throughout the story, satirical references to this theme contrast with natural disaster and human wrongdoing. When reunited with the diseased and dying Pangloss, who had contracted syphilis, Candide asks if the Devil is at fault. Pangloss simply responds that the disease was a necessity in this the best of all possible worlds, for it was brought to Europe by Columbus men, who also brought chocolate and cochineal, two greater goods that well offset any negative effects of the disease, (Voltaire 17). The multitudes of disasters, which Candide undergoes, leads to the abandonment of his belief in optimism. When asked Whats optimism? by Cacambo, Candide replies, Alasit is a mania for saying things are well when one is in hell, (Voltaire 130). Candide finally begins to be aware of the hopelessness of Pangloss philosophy. Voltaire concludes Candide by having Candide discover the Turks truth to life the work keeps us from three great evils, boredom, vice and need, (Voltaire 148). Candide and his band of followers consider these words and decide that they must cultivate their garden. Even when the entire group has accepted the pastoral lifestyle, finding contentment, Pangloss the Optimist attempts to prove how all their prior misfortunes were parts of the necessary chain of events for them to reach happiness. Voltaire paints Pangloss as the true dolt of optimism, never realizing the errors of his own logic. Candide eventually learns how to achieve happiness in the face of misadventure. He learns that in order to attain a state of contentment, one must be part of society where there is collective effort and work. Labor, Candide learns, eliminates the three curses of mankind: want, boredom, and vice. In order to create such a society, man must do the following: love his fellow man, be just, be vigilant, know how to make the best of a bad situation and keep from theorizing. Gaunt bodies littered the fractured earth, creating a stillness in the air, a sense of a battle just over; a battle where each side had slaughtered all the warriors of the other. The shriveled mounds of stagnant meat were dissolving into the air, creating a rankness that completed the mood. Rib bones pointed defiantly at the sun, making a final stand against the cruelty of nature; shouting a silent message into the wind which carried the loud stench of all that is inevitable and frightening. The sky before dusk was filled with heat and light, an emptiness that promised nothing, yet held the fate of many. The heat robbed the earth of its life and stole the cool laughter of the creeks. The light exploded into raucous laughter at the ill fate of the living, and mocked the cows as they expelled a last pathetic grunt into the night. The cows closed their saddened eyes with an agony so intense that every soul filled creature felt a strange loss of dignity in their bones. And the great old trees wept until the morning. The bodies signed the soil with an ink of blood, and sealed the fate of the land. The very grains of dirt seemed to have declared war upon one another, lining up on their distinct sides, refusing to mix with the enemy, refusing to join as one. The blood of the cows, thick and sticky, only painted the anger of the soil, riling the earthen warriors. Dying seeds begged the heat and light to subside, and invited the rains to clean the bloody warpaint from the dirt armies. And the light laughed in their faces. An ancient diplomat raised an angry fist and imposed order upon the universe. Time heals all wounds, even those of the heart, so when the heart of the land was torn apart and all breathing entities felt the pain of its injury, time stepped in and began to end the feuding. The brittle cow bones lying alone in the sun forgot their pride and crumbled into nothingness. The young saplings on the brink of death were enticed by time to fight on. A worker of miracles, time carried with it a perpetual flame, an infinite and sombre vow: peace. It threw the flame upon the dying land, and fought the heat and the light with a fire of the ages. As night drew a blue-grey curtain over the sky, time rationed out hope to those who had waited for it. The great old trees felt a song of dignity in the wind, and stopped weeping. The light and the heat, even in the depths of the night, could feel themselves being opposed by force stronger then they could resist. They could feel a cloud of justice bear down upon them, and they were afraid of the morning. Ed Hummel had not been anticipating the ruthlessness of the drought. His cattle were strewn, starved and bloated, across the dry dirt paddocks. The grass which had coloured the fields a wonderful green just a few short months earlier had surrendered to the suns fury, and now decorated the red dirt with touches of brown. The sun obscured the view with shimmering mirages and Ed squinted to gaze hopefully at the horizon. It only the drought would subside, if only the rain would come and fill the drinking troughs and renew the moisture to the earth. Renew the moisture and wash away the stale cow bodies that lay where new summer grass should be. If only. The river winds over 6, 180 square miles. Many towns can be found along the path of this river. Hawkinsville, Georgia is one of these towns. It is a city in the Pulaski County. A favorite past-time for many in Hawkinsville is the numerous fishing trips that are taken on this river every spring or summer. People from all over the south come to the Ocmulgee River to canoe down through its winding paths and beautiful forests. With the increased activity comes an increase in the amount of trash and pollution that is dumped into the river. Water Pollution in Ocmulgee River Nowadays, Ocmulgee River is already polluted. Trash is thrown into the river from boats, docks and people who are walking along the banks. People take the beauty of the river and its surrounding nature for granite. Oil and gasoline from increased boating activity leaks into the river and further contaminates the water. With new park, recreation and subdivision areas being built near the riverbanks, there is an increase in the concern over the pollution that is being dumped into the river. At one time, Hawkinsville had a textile facility located directly on the riverbank. This became a dumping site for trash and other debris that the factory no longer needed and chose not to cart off. Ways to Reduce the Water Pollution in Ocmulgee River There are several ways in order to reduce the water pollution in Ocmulgee River. When planning for an outdoor activity, meticulously take into account some practical means on how to reuse some items you are planning to buy. Make sure that the materials you will buy can be use after your first outdoor activity. Next is to camp on sturdy places. On the other hand, in order to lessen the pollution caused by the oil and gasoline from boating activities, use human powered recreational boats like canoes, rafts, kayaks, paddles and other non-motor powered equipments like skates and bicycles. In this case, it is not only water pollution that is reduced but air pollution as well. If there are factories that are situated near a body of water, they should provide facilities for the appropriate disposal of some hazardous wastes. These also should be labeled for proper identification. Other Approach in Reducing the Water Pollution in Ocmulgee River There are also volunteer programs whose main aim is to keep the waters of Georgia clean. For instance, the Georgia Environmental Protection Division Watershed Protection Branch has an annual program wherein the community volunteers and the 4-H office team up with them to host the annual Rivers Alive Ocmulgee clean up for the Hawkinsville-Pulaski County area. Shanghai Business Environment

Enterprises that want to invest in China can stumble over an array of regulations that do not give them free choice of where they wish to locate. This situation has been changing, and China's membership in the World Trade Organization (WTO) should act as another catalyst to make the investment climate freer in several industries. Enterprises can look forward to making decisions on where to locate within China based on factors that they would use in the more-familiar open environment. To appeal to businesses, cities need a good IT infrastructure, strong leadership, incentives, and â€Å"livability† (see Figure A).Figure A The size of China's market and Western enterprises' desire to get close to it means that Chinese cities do not generally compete for foreign investment with cities in other Asia/Pacific countries. Outside the manufacturing sector, most enterprises locate in China because they want to sell to China. Of all China's cities, Shanghai has gone furthest toward the s uccess factors for a global â€Å"smart city. † Its ambition to become a major financial center and player on the international stage by 2015 has fueled this drive. History has also given Shanghai many advantages.It is probably the most outward-looking of any Chinese city and has a strong political voice in Beijing. The latter has allowed Shanghai to lead the way in many initiatives because China's political leaders often use the city to test out new ideas. As a result, many initiatives that started in Shanghai have now spread elsewhere in China. Shanghai's characteristics Livability To most Western expatriates, Shanghai is perhaps the most livable of Chinese cities. The city continues to make strides to improve (e. g. , announcing new rules to allow foreigners to buy property for the first time).Measured against other big cities such as Singapore, Hong Kong, or Sydney in the Asia/Pacific region, Shanghai still scores low. From a global perspective, livability is one of Shang hai's weakest areas. However, livability has a large subjective component, and what appeals to Western tastes may not rank as important to the skilled Chinese workforce that an enterprise might what to attract. Incentives Shanghai has traditionally enjoyed a sizable chunk of foreign investment into China, in part because of its position as a testing ground for reform.In some cases, China has forced foreign investors to set up in the city first. This advantage will diminish, and Shanghai will need to learn to play on a more-level playing field. The city has committed to spending, by 2005, 150 billion yuan (one-third of its total industrial investment) on expanding its high-tech sector. This investment targets software and integrated circuit manufacturing, and the city will provide some tax breaks for new operations and help for self-employed software designers. Keeping costs low is key in attracting new business.Shanghai will have to balance the inevitable rise in labor costs with su itable business incentives. Leadership Shanghai's leaders know where they want to go during the next 10 or 15 years and what basic things they need to do to get there. However, they did not develop this vision in partnership with business or the community. Rather, as a command economy, decisions have been made by a select few behind closed doors. Thus, its leaders have greater ability to get things done quickly than leaders in democratic societies often have.Cities such as Shanghai can complete projects without long internal or public debate over infrastructure projects that might take years in the planning stages in other countries and involve a myriad of agencies. Shanghai has benefited tremendously (certainly compared to the rest of China) from the pedigree of its leaders. President Jiang Zemin and Premier Zhu Rongji are former leaders of Shanghai and have strongly supported the city. However, Shanghai knows that spending does not necessarily produce results.Ten years ago, it sta rted pouring money into redeveloping the riverside Pudong district into an area of towering skyscrapers, designed to be China's version of Manhattan. Within a city of 16 million people, Pudong ended up as a ghost town. Slowly, occupation levels have risen, but largely because the central government has â€Å"twisted the arm† of foreign enterprises rather than use real incentives. Infrastructure Many of the city's hopes revolve around an ambitious project to link all of Shanghai to a giant high-speed data network, known as the Shanghai Infoport.Scheduled for completion in 2010, the project stands out not just for its scale but also for its attempt to bring together many strands of existing infrastructure (telecommunications and cable television especially) into one cohesive network. If it succeeds, Shanghai will be among the few cities in the world to have achieved such a feat. Five main projects will rely on the Infoport's high-speed infrastructure: 1. Shanghai Information In terchange Network: A â€Å"giant intranet† for Shanghai with links to many kinds of information 2.Shanghai Society Security Network: Designed to offer e-payment and checking and to facilitate the use of smart cards 3. Social Electronic Data Interchange Network for Foreign Trade: An export/import data exchange for foreign trade 4. Social Community Service Network: Focused on the residential community 5. Gold Card and Commercial Value-Added Network: Linking banks' automated teller machines (ATMs) and payment systems With 3. 2 million users, Shanghai claims to have the largest cable TV network of any city in the world, and this local-access network has a central part in Infoport.Shanghai's connections in national government played an important role in keeping the project on track. Although cable TV networks in the rest of China were barred for a period from offering Internet or telecommunication services, Shanghai received a special dispensation to upgrade its cable TV networks to do just that. The municipal government claims that 1 million residents can now reach interactive services through their televisions. It wants the entire network to be interactive by 2004.In addition, Shanghai Telecom (part of China Telecom) is rolling out digital subscriber line services and installing the necessary in-building cabling to offer Ethernet broadband access. Mayor Xu Kuangdi talked recently of every home having broadband access by 2004. At the same time, Shanghai Telecom has worked on improving the quality of the core network to be ready for the deluge of new data traffic the Infoport will bring. By year-end 2000, it completed work on what it claims is the world's largest local ATM network. Shanghai now uses a total of 320,000 kilometers (198,848 miles) of fiber-optic cable, with more than 4,000 optical nodes.Shanghai Telecom says it has deployed optical fiber in more than 90 percent of the city's residential areas. Shanghai's challenges Building an infrastructure re presents only part of making the Infoport work. The real test is whether people will use it. Only in the last few months have the first real customers logged on, so it's a little early to tell what the response will be. Cost may prove one prohibiting factor, and the local government may have to consider deep subsidies to encourage more than just the wealthiest people to sign up. Content also remains a question.Experience from elsewhere in the world, especially Singapore, a world-class smart city where government has tried to link itself to all the people, shows that the bulk of a city's population generally does not have much interest in such projects. They may want video-on-demand, but filling out tax documents online doesn't really excite them. Bottom line Other Chinese cities, notably Beijing, have begun some of the initiatives under way in Shanghai and are rapidly improving their information infrastructure. Shanghai will likely continue to stand out as China's smartest city, acc ording to Gartner's success factors.Shanghai's early start and its ability to exploit openings created by the central government's policies will likely keep the city at the forefront of innovation for some time. Shanghai's advanced, if incomplete, IT infrastructure makes it a good place for Western enterprises to locate central operations in China. In addition, Shanghai is a good place in which to experiment with business-to-business and business-to-consumer projects requiring advanced IT infrastructure in hopes of rolling them out to the rest of the country when the infrastructure permits.

Law is a method of resolution involving several different types of law in a difficult process of attempting to regulate acts of crime. Failure to code and act as debauched and damaging by an elected representative, it is not viewed as a crime; however, any act can be coded or defined by the government and can be made an act of crime. If an act is committed, and there are no provisions of punishment for the specific act, the governing body can write a new law; furthermore, no act is erroneous unless the government says it is erroneous (Robinson, 2005, pp. 50-51).
